Our Finance department is currently looking for a Procurement Manager (Full-time) to join our team, located in Leiden (NL).
Key Duties and Responsibilities:
- Implement and manage a procurement strategy and procurement process (source to contract) within ProQR, including vendor selection and vendor acceptance. Develop and implement purchasing and contract management instructions, policies, and procedures
- Manage strategic, tactical & ad hoc procurement activities within ProQR
- Liaise with ProQR Management Team and ProQR Business Teams on supplier selection and supplier acceptance, defining contract requirements, contract discussion and negotiations for existing and new contracts (within decision making authority)
- Deliver required outcome by managing day-to-day relationships with contract service providers. Act as an escalation point internally towards suppliers (and vice versa). Resolve vendor or contractor issues and claims (stakeholder management)
- Direct and coordinate activities of ProQR staff engaged in buying materials, equipment, machinery, and supplies (RFI / RFP)
- Identify and achieve saving opportunities. Maintain cost reduction, cost avoidance, cost containment program and report this to internal key stakeholders. Drive continuous improvement in procurement and sourcing process. Perform supplier market analysis and organise market intelligence for suppliers in scope and benchmark ProQR costs with competition and ensure we are cost competitive
- Collect and analyse key cost drivers, market dynamics and issues, areas of innovation and alternative suppliers in consultation with relevant stakeholders to provide solid information for decision making. Undertake research and forecasting to inform future organizational buying requirements.
- Respond to personal objectives and use performance management systems to improve personal performance
Required Qualifications:
- Bachelor’s degree or equivalent level
- 7+ years of relevant experience in procurement / sourcing area
- Relevant experience as procurement manager, preferably in biotech/pharma company. Strong project management skills, strong financial & analytical skills
- Excellent verbal and written communication skills in English
- Experience in implementing new innovative solutions to improve process and identify drivers for savings and efficiencies
- Applies knowledge of business and the marketplace to advance the goals of ProQR
- Proved ability to manage multiple projects/tasks effectively
- Uses comprehensive knowledge and skills to negotiate independently while providing guidance and training to others on how to help the organization by obtaining consensus between two or more internal or external parties who may have different interests
- Applies comprehensive knowledge to independently supervise the construction of assigned contracts, while providing guidance and training to others
- Uses comprehensive knowledge and skills to act independently while guiding and training others on managing vendors so that they deliver the best possible results given available resources
- Results oriented personality, ability to collaborate with different individuals; getting things done and overcome obstacles. Hands on mentality.
