Our HR department is currently looking for a highly motivated, experienced and enthusiastic VP Human Resources (full-time) to join our team. 

The VP HR is responsible for implementing HR strategies, programs and policies to ensure ProQR is able to achieve success through its people. The VP HR is accountable for talent acquisition, succession/workforce planning, performance management and employee development, using technology efficiently, and coaching/developing others to help influence and execute business objectives in the most efficient manner. The main responsibilities of the VP Human Resources are to drive all cultural initiatives, performance management, talent acquisition, engagement and retention, learning and career development and workforce planning.

Location: Leiden, NL 

Responsibilities: 

- Act as a change agent and develop a company culture that embraces quality, continuous improvement and high performance
- Create a fun and rewarding workplace for all employees, promote a positive environment and culture consistent with ProQR’s values and goals
- Build a solid HR fundament and implement programs, policies, systems and practices designed to ensure efficient working processes and a flawless HR administration. 
- End responsible for the entire payroll and HR administration, in line with SOX controls and local legislation, to keep all HR data compliant and up to date. 
- Set up and implement a digital performance management process and create a compensation and benefits policy
- Bring a high level of HR knowledge and expertise to manage talent acquisition, succession/workforce planning, performance management and employee development. Coach and develop others to help influence and execute business objectives in the most efficient manner
- Design and implement an HR vision and strategy, following ProQR’s vision and strategy and aligned with the leadership team, to drive future organizational design and change initiatives to help maintain an engaged, collaborative, result focused and innovative workforce
- Responsible for the HR budget. Provide input for annual budgets and business plans while maintaining up-to-date knowledge and understanding of regulations, legislation, HR trends and best practices.
- You will manage the HR team existing of 1 HR manager, 2 HR Advisors, 1 HR Assistant, 1 HR Consultant (US) and our Recruitment Coordinator. The VP HR Director will be reporting to the COO. 
 
 

Skills and competencies that are required for making the difference: 

- Bachelor or Master Degree in the field of HR or Business Administration
- Significant experience (minimum of 10 years) in a similar role
- In depth knowledge of US and Dutch HR legislation
- Experience in European and US HR environment and recruitment
- Ability to work in a fast-paced environment balancing multiple projects and embracing change
- Leadership: an experienced team leader
- Influencing, leading, and delegating abilities
- A visionary and caring person to lead employee engagement and performance 
- Critical thinking, decision making and problem solving skills
- Be able to tell the difference between major and minor issues

- Excellent knowledge of Dutch and English both in word and writing
